T.J. Zane incorporated PAC Management & Consulting, Inc. in 2001 to provide day-to-day management and strategic consultation services for political, association, and corporate clientele in the areas of administration, independent expenditures, membership communications, community and governmental relations, contact development, meeting facilitation, advance operations and special event coordination. In 2003, PAC also began doing business as AffairZ Event Consulting.
Mr. Zane has been a political professional since 1995 and has provided direct campaign management services for candidates for public office at the city, state and federal levels since 1998. Locally, Mr. Zane was initially recruited by Campaign Strategies Incorporated (now Tom Shepard & Associates), and retained as Campaign Manager for one of their client’s campaigns. Later, he was retained as Get-Out-the-Vote Coordinator (1998) and Campaign Manager (2000) by “Brian Bilbray for Congress” and as Campaign Manager (2002) by “Zettel for Senate.” In 2003, Mr. Zane served as a Consultant to the “Phil Thalheimer for City Council” Primary Election campaign. During the 2004 General Election cycle, Mr. Zane successfully managed the day-to-day operation of the Proposition A campaign (a.k.a. “TransNet”) for the “San Diegans for Congestion Relief Yes on Prop A” committee while serving as a Consultant to the “Committee to Elect Fideles Ungab,” “Burke for City Council,” and “Mark Price for School Board” campaigns and the Taxpayers for Good Government PAC. Also in 2004, Mr. Zane formed and managed “Citizens for Taxpayer Protection,” an independent expenditure committee established to defeat Proposition N (
Del
Mar). More recently, Mr. Zane assisted with the No on Prop X [
Santee
] campaign, ran the highly successful Proposition A campaign for the San Diegans for the Mt. Soledad National War Memorial committee and established the Southern Californians for Jessica’s Law committee.
Elsewhere, Mr. Zane served as Assistant to the Chairman of the Republican National Committee, the Honorable Haley Barbour (now Governor of Mississippi), in Washington, DC, before being appointed to serve as Executive Director of the RNC’s then-auxiliary organization, the College Republican National Committee. He continued to serve the CRNC as Chief Financial Officer until mid 1997.
During periods between managing high-profile political campaigns, Mr. Zane has rounded out his experience in the political realm with a distinctive range of positions within the private sector: as an Account Executive and Acting Vice President for a San Diego-based governmental and public relations firm, Mr. Zane advocated on matters of interest for various clients including the San Diego County Deputy Sheriffs’ Association, the San Diego County Office of Education, and San Diego Air Commerce Center (Brown Field); as an Account Executive for a computer network integration company, Mr. Zane maintained several of the company’s largest accounts including the San Diego Zoo and the San Diego County Bar Association; and as an Asset Manager for First Commercial Corporation, Mr. Zane became intimately acquainted with contract negotiation, commercial escrow requirements, and a variety of property management issues.
A United States Senate Youth Program scholarship recipient, Mr. Zane is a proud graduate of “America’s first university,” the
University
of
Pennsylvania
, with degrees in Political Science and Communication. A native of
Connecticut
, Mr. Zane is a member or director of numerous professional, social, philanthropic, and political organizations, including his current positions as President of the Rancho Penasquitos Town Council, Board Member of the Rancho Family YMCA, and member of the American Association of Political Consultants. He, his wife Rozanna and son, reside in the City of
San Diego
with their pet beagle.
